Participation Guidelines for CASD School Board Meetings

The CASD School Board welcomes and invites public comment, questions and concerns.  However, the board requires a level of respect and decorum during board meetings and proceedings as well as a process for accessing specific information, followed by all school districts in Pennsylvania.  Board Policy 903 covers the following:

Public Comment During Committee Meetings

Public comment is held at the end of each committee and should only address items on the agenda. If your comment has nothing to do with what is on the agenda, you will be asked to wait until the Special Board Meeting’s public comment.

Those wishing to speak on committee agenda item, must be present and are asked to sign-in on the sheet provided on the podium at the front of the auditorium.  You may sign up any time before the adjournment of that committee. 

Those who sign up will be called on during the public comment section of the meeting in the order in which they signed in.   Please wait to be recognized, come to the podium, state your name and address, and limit your remarks to two to three minutes.

Things to Consider: CCAP believes that a Committee Meeting is the best meeting to  voice your opinion.  This gives the school board more time to consider your feedback before it goes to the full board for a final vote. 

Public Comment During School Board Meetings

This type of School Board meeting include two public comment opportunities; one for specific items listed on the agenda and another for general comment. 

Those wishing to speak about agenda items only may do so at the beginning of the board meeting during “Public Comment on Agenda Items”.  Those who would like to comment on things not related to items on the agenda may share at the end of the board meeting under the “Public Comment”.  Again, you must be present to make public comment and are asked to sign-in on the sheet provided on the podium at the front of the auditorium before the start of the meeting at 7:00 p.m. 

Just like public comment for Special Board Meetings, those who signed up will be called on during the public comment section of the meeting in the order in which they signed in.   Please wait to be recognized, come to the podium, state your name and address, and limit your remarks to three minutes. 


Note: The board may or may not elect to respond. They are not required to. They may not have the information necessary to provide an informed response. Please refrain from making remarks during the course of the meeting.


FAQ About Public Comment

Who can participate in Public Comment?

To participate in public comment, you must be a resident or taxpayer of CASD or anyone representing a group in the community or school district, any representative of a firm eligible to bid on materials or services solicited by the Board, any district employee, or any district student.

How long can a public comment be?

Each statement made by a participant shall be limited to three minutes. This period may be extended by a majority vote of the members present for a specific amount of time that would allow for the issue to be covered.  The president will start the timer when the speaker begins and speakers should conclude their remarks when the buzzer sounds.

Speakers are encouraged to prepare their remarks to fit within the 3-minute limit.

No participant may speak more than once on the same topic. 

Please note: All statements shall be directed to the presiding officer; no participant may address or question Board members individually.

What Can’t You do?

The Board will not tolerate disruptive, disrespectful or abusive behavior, nor will it permit visitor participation in matters irrelevant to the business at hand.

The Board must conduct the business of the Board, and visitors will participate only at the invitation of the Board.

No persons should make any personal charge against any Board member or district employee by name or title at Board meetings. Such concerns should be presented to the Board President with a copy to the Superintendent, in writing and signed.
