School Board Meeting Recap - April 28


ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA
Mr. Fisher added a new portion to the Code of Conduct – The addition to this item was the elimination of uniforms.

PUBLIC COMMENT ON AGENDA ITEM
Ann Wuertz:  commented on continued concerns about the hiring of positions without posting, and hiring candidates who do not have experience or qualifications. Another concern revolved around the structure of Act 93 contracts and the amount of money both the business manager and HR director were making.

Dr. Flannery: Options must check the boxes of safe/ high quality/appearance.  If approved May 12- the intention is to have work completed over the summer. 

Roofing- repairs/ replacement - Scott has the biggest need for roof repairs; the courtyard has been closed for safety due to roof falling. CASH, South Brandywine and East Fallowfield also need roof repairs.

B. Director of Human Resources
RECOMMENDED MOTION: Pending legal review of a contract, that the Board of Directors, pursuant to section 508 of the Public School Code of 1949, (a) appoint Carol Heindel as Director of Human Resources for a term of five (5) years beginning May 11, 2020, and ending May 10, 2025; and (b) approve the Director of Human Resources contract between Carol Heindel and the Coatesville Area School District for a term of five (5) years beginning May 11, 2020 and ending May 10, 2025, at an annual salary of $140,000.00.  Pulled: Fisher |  Comments: None  |  Passed 7-2: No from Harlan & Finkbohner

OPERATIONS COMMITTEE

A. School Configuration Changes
RECOMMENDED MOTION: That the Board of School Directors approve the grade configuration changes for North Brandywine Middle School, Coatesville Area Intermediate High School, and Coatesville Senior High School. North Brandywine will serve 7th Grade students.   Coatesville Area Intermediate High School will serve 8th and 9th Grade students. Comments:  Finkbohner- thanked Dunlap for the community survey, not in favor of having one-grade level occupy a building. Balancing safety and utilizing buildings- this proposal does meet safety better than the current situation. Suggested that North and Scott is utilized as a 6/7/8. 

Dunlap said that is something that would require redistricting and would be something to look at on the future.

Brian Chenger, A.D. presented on how the change would impact field use.  This includes possible busing to other schools for gym and fields, utilizing fields and areas not currently used, and establishing further communication with community partners. The presentation included specific details to show field usage on the campus. Chenger stated that some specifics still needed to be worked out.

EDUCATION COMMITTEE
A. Discipline Code of Conduct – (Changes were made to this agenda item at the beginning of the meeting to eliminate uniforms

PUBLIC COMMENT


Dawn Barringer- Spoke about the many confidential enclosures.  There seemed to be a more than normal amount of confidential enclosures this week.   The reason there is a concern for this because if an enclosure does not have anything legal or have anything to do with personnel… the public should be able to see them in order to have a chance to review the information and bring up any concerns prior to the board voting.



Dunlap apologized for wanting the board to know prior to the community. He accepted the responsibility for the delay in getting the information to the board. 



Robin SeagreavesThanked Chenger for such a great presentation on the athletic field.  She said she still has major concerns about the configuration and wishes the board didn’t vote until some of what Chenger presented as needing more investigation was finished.  She also thanked the teachers.



Doreen Taylor Wanted to know with this new configuration if time was considered for practice fields, not just game schedule, and if there was a plan to ensure community maintaining of the necessary standards for student athletes’ use.


Ann Wuertz  - business manager position is not accurate. We only paid $125,000, not $250,000 - Fabio was a significant saving.  This new position pay has no cost savings and the year isn’t over.

In response: Linderman - the salary for Ammerman’s position was never changed in the budget. Therefore, the budget is still accounting for that salary. 

BOARD COMMENTS

A. Finkbohner- Code of conduct moving forward that administration looks into Staffing ISS WITH Special ed certified - teach students how to better help students and reduce the out of school suspensions. 

R. Fisher wanted to clarify that we didn’t eliminate our dress code only eliminated uniforms.

  1. Unbelievable! I have lived here my entire life along with my parents and their parents. The school configuration is about the most idiotic thing I’ve heard in a while. You have a school that was built for 2 complete grades called SCOTT and you are putting 6th grade there. Scott should have 6 and 7th grade there. North Brandywine should be for the 8th graders and you leave the 9-10 Center as is along with 11-12th as is. It’s not hard people. You cannot continue to group so many kids into one space and expect a different outcome. If grouping so many kids together this year didn’t work.... what makes you think it will be different adding more kids to the older group? Ugh Coatesville school politics are extremely frustrating! I pay A LOT of school taxes and I can tell you my money just might be better off going to Charter Schools! Thank goodness for NO UNIFORMS because that is also another needless expense!

I agree the 9/10 center was so that 9th and 10th graders that were still getting used to the schools could still be around people they knew longer let north handle 8th graders its big enough, and let 6th and 7th graders in scott, CASH seniors and juniors never liked the fact they had to go back to the 9/10 center for classes because of the lower classmates let them be the upper class
